Analysis (whoo, scientific): Troi has this style in Encounter at Farpoint, and a variation of it becomes her "standard" style a season or two later. This version is a teensy bit scary. The hair is insanely curly and voluminous, and is held back by a braided headband. The hair isn't very long at all in comparison to how it is just a few episodes later.

Directions: I think you would probably have to perm your hair to do this, and even then you'd need a lot of volume. If your hair is naturally curly, use gel formulated for curls to get the sproing factor. "Poof" the hair loosely in front of the headband rather than pulling it back smooth to your head.
